摘要
在国家现行水价政策的框架内,针对胶东调水工程的实际情况,确定了两部制水价的具体形式;在综合考虑供水工程的经济安全、用水地区的利益、供需不确定性以及水价承受力的基础上,建立了两部制水价长期优化模型;利用改进的大M法和混合整数规划技术将模型转化为可计算形式,并以威海为例计算了水价方案;能够为国内同类大型调水工程的水价决策提供借鉴。
Under the framework of the present national water price policy, the special form of the two-part water price is deter- mined according to the certain conditions of the Jiaodong Water Transfer Project; for which a long-term optimal model of the two- part water price is established based on the comprehensive consideration of the economic security of the water transfer project, the benefit of the water consumption area, the uncertainty of water supply and demand and the bearing capacity of the water price. With the modified Big-M method and the Mixed Integer Planning technique, the model is converted to the calculable form, and then a water price scheme is worked out by taking Wehai as an actual case; which, on the whole, can provide some references of the decision-making of water price for the other similar large water transfer projects in China.
