摘要
渔港是渔业生产的重要基础设施,沿海渔港在保障渔民生命财产安全和促进渔业生产发展方面发挥了重要的作用。通过对我国沿海渔港建设投融资现状的调查和分析,我们认为,现行的投融资模式难以满足渔港进一步发展的需要,渔港建设投融资的不平衡性制约了渔业经济的发展,多元化投融资机制尚未形成,社会资金投资建设渔港没保障。因此,需要创新渔港建设投融资机制,建立多元化投融资模式,探索渔港后期运营机制,走渔港良性循环的发展道路。
The fishing port is an important infrastructure for fishery production. Coastal fishing port plays an important role both in security of lives and in fishery production development. Based on the research and analysis of the status of investment and financing for the coastal fishing port construction, it is thought that the current status of investment and financing is difficult in meeting the needs of further development of the fishing port. The imbalance of investment and financing on fishing port construction restricts the fisheries economic development and the formation of diversified investment and financing mechanism, so there is no guarantee for social-capital-invested fishing port construction.Therefore, the investment and financing mechanism should be innovated and the diversification status should be also established. Operational mechanism should be explored after the harbor being constructed so that the harbor can developed in a virtuous circle way.
