摘要
当前我国群众体育发展公平的缺失主要表现为起点不公、过程不公与结果不公。对此,政府应承担促进群众体育公平的责任:重塑体育公平观,树立责任意识;建立体育资源配置的平衡机制;加大投入与完善投入结构并行,弥补差距;实施弱势群体体育补偿的政策机制;构建政府责任的法律机制;完善政府责任的监督体系;建立政府失责的责任追究机制;完善政府绩效考核制度。
Currently,the injustice for Mass Sports in China is that,the beginning is unfair,the process is unfair and the result is unfair.In this regard,the government should bear the responsibility to promote mass sports equity：remolds the sports fair view,foster the responsibility consciousness;Establish a balance mechanism to allocate sports resources;Increase investment and improve the investment structure to fill the gaps;Implement sports compensation policy mechanism for vulnerable groups;Construct the legal system of government responsibility;Improve the supervision system of government responsibility;Establish accountability mechanisms for government in default;Improve the government performance appraisal system.
