摘要
在我国经济快速工业化、城市化和现代化的新形势下,妥善安置失地农民,解决其未来的生存和发展问题,关系到我国经济的稳定发展和社会的安定、和谐。当前,我们要通过一系列的制度安排和政策措施,使农民能够以"土地换身份"、"以土地换职业"、"以土地换保障",以期切实保护广大农民的根本利益,实现统筹城乡发展,全面建设小康社会的宏伟目标。
Under the new situation of China＇s rapid economic industrialization,urbanization and modernization,making proper arrangements for landless peasants to resolve their future survival and development issues is related to the stable de-velopment of China＇s economy and social stability,and harmony.At present,we have to carry out a series of institutional ar-rangements and policies to enable farmers to the ＂changing land for status＂,＂changing land for occupation＂,＂changing land for social security＂,with a view to effectively protecting the fundamental interests of the majority of farmers to achieve bal-ancing urban and rural development,and building a moderately prosperous society.
