摘要
首先结合湖泊流域的结构特点,构建了湖泊流域跨界水污染结构描述模型.其次,通过构建流域环境成本最小模型和生态环境区域补偿模型建立了流域跨界水污染合作平调模型,通过流域环境成本最小模型寻求流域各地区污染物最优削减量,再通过生态环境区域补偿模型对各地区进行生态环境补偿.最后,通过对太湖流域的实证分析,得出利用行政手段使用合作平调模型不论是降低流域治污成本,还是解决流域跨界污染纠纷都明显优于目前正在实施的指令配额模型的结论.
A model of structure description of transboundary water pollution is constructed according to the structure characters of Chinese lake basin.And a model of collective cooperation and reallocation of benefits (MCCRB) to solve transboundary pollution of the lake basin is also brought forward,which comprises two interacting parts:finding the optimal pollutant reduction allocation for the whole basin that meets water quality standards at the minimum cost,and carrying on ecological environmental compensation for the regions of the basin.The conclusion is that MCCRB is obviously superior to the current management model on both reducing cost of pollutant abatement and solving the transboundary water pollution by means of of Taihu Lake basin in the end.
