摘要
目的对我国国家基本药物制度的实施现状进行研究,完善国家基本药物制度,满足群众的用药需求。方法采用文献研究和对比研究的方法,描述我国国家基本药物制度的实施现状,找出存在问题,并提出完善制度的政策建议。结果基本药物概念在我国发展已久,我国国家基本药物制度顺利推进并取得了一定的成效,但仍然存在基本药品目录与居民需求相脱节且与其他药品目录并存;基本药物供应不能充分保障;基本药物可及性不高;基本药物制度的支持度不高。结论完善国家基本药物目录;建立基本药物供应保障体系;加强基本药物的宣教工作;加大对医疗机构的补偿力度。
OBJECTIVE Study on the current status of national essential medicine system and put forward some countermeasures to improve the system and meet people＇s health care needs.METHODS Literature study and comparative study methods were used in describing the implementation status of national essential medicine system,identifying problems and proposing policy recommendations.RESULTS The concept of essential medicine has a relative long history in China.National essential medicine system progressed smoothly and achieved some success.However,problems still existed.Such as the essential medicine list was inconsistent with patients＇ health care needs,and co-existed with other drug lists.The drug supply couldn＇t be fully guaranteed.The availability of essential medicine and support to essential medicine system were both not high.CONCLUSION Refine national essential medicine list;establish essential medicine supplying and guaranteeing system;strengthen the dissemination and education on essential medicine;increase compensation to health institutes.
