摘要
在当今权利时代的背景下,国内的一些学者把源自国外的权利政治概念用来描述国际国内政治法律发展的新趋势。但是,何谓权利政治是一个仍需要深入讨论的问题。权利政治的基本特征是:人权理论成为治国理政的基本原则,权利话语成为主流的政治话语,保障人权构成制度变革的重要目标,争取和维护民权的运动构成政治实践的新景象。为了避免不同范畴之间的混淆,必须把权利政治与民主、法治、宪政、有限政治等相关范畴区分开来。
In the contemporary age of power,some Chinese scholars have borrowed the concept of power politics from abroad to describe the new trends of politics and law.It is worthwhile to give a further study of what is power politics.The basic features of power politics include the following： The theory of power politics has become the basic principle for governance,power discourse has become the dominant political discourse,the guarantee of human rights has become an important goal of institutional reform and the movement of human rights has become a new trend of political practice.To avoid the confusion over different categories,it is necessary to make a distinction among power politics,democracy,rule by law,constitutional politics and limited politics.
