摘要
发展低碳经济是人类应对全球气候变暖的必由之路,也是河南省加快经济发展方式转变的有效途径。目前,河南向低碳经济转型的障碍,主要包括能源消费结构不合理、研发和创新能力有限、产业分工仍处于低端位置等。河南省应大力支持低碳技术创新和应用;大力调整优化结构,以发展低碳产业促转型;提高公民整体环保意识,推行低碳生活方式;完善低碳立法,以法律政策促转型,加快全省经济发展方式转变和经济转型升级。
Low carbon economy is an only way to deal with global warming, and is an effective approach to speed the transformation of economic development. Now the main impediments to low carbon economy are irrational energy consumption structure, limited research and innovation capacity, low-end industrial division, etc. Henan Province should support innovation and application of low carbon teoh- nology, optimize industrial structure to promote transformation to low carbon industry, arouse overall environmental awareness of the public to practice low carbon lifestyle, improve legislation on low carbon to transformation, and quicken the change and upgrading of economy.
