铁路技术创新体系是由铁道部、铁路企业、科研机构、有关高校和中介服务组织等相关要素组成的一个大系统,它的功能是学习、革新、创新和传播应用新技术。抓好技术创新与制度创新的结合是建设铁路技术创新体系的关键。
The railway technological innovation system is a large one which is composed of the relative elements such as the Ministry of Railways, the railway enterprises, the scientific research organizations, the related institutions of high learning, the intermediary organizations, etc. Its functions are to study, renovate, innovate and spread the applied new technology. The good combination of the technological innovation and the system innovation is the key to the construction of the railway technological innovation system.
