民办中小学政府资助现状及政策建议--基于对湖北省C市民办中小学的调查研究

摘要 政府对民办中小学的资助问题历来为社会各界所关注。本文通过对湖北省C市的调查研究发现,地方政府将民办中小学中农村户口和低保户口学生纳入两免一补,政府资助向弱势群体倾斜,但资助力度远远不够,不利于促进教育公平。政府应根据财力逐渐扩大资助范围,其中排富型教育券制度和按学校收费标准给予不同等级的资助是可供选择的方案。 The public has paid close attention to the issue of government aid to minban schools.This research finds througy a case study of Hubei province and C city that the local government has brought the students coming from country and low-income families into 'two items of exemptions of schooling fees and one item of subsidy' system.The government aid inclined to vulunerable groups,but the aid is not too enough to promote education equity.The government shoud set up government aid system to Minban schools and enlarge the scope of aiding.There are some projects to be chosen.We can adopt education vouch excluding the rich and the government can aid minban schools in different gradings according to its fees.
