城镇作为联结城乡的纽带,能够充分发挥其城乡经济的网络功能,促进城乡结合,以城带乡,以乡促城。建立城乡社区分工协作的社会经济统一体,能够促进城乡之间的要素交流,实现城乡社区在功能上的互补,从而促进经济发展方式的快速转变。城镇化是一项巨大的社会系统工程,必须实施以科学发展观为指导,以改革和创新为动力,以改善民生为目标的新的战略方针,创新区域协调办法,保护好农民利益,大力推进财税体制和金融体制改革,深化保障体制改革,促进生产主导型向消费主导型转变。
As a link between city and countryside,the town can fully play its networking role of rural economy,promote connection between city and countryside.The social-economic unity coordinating urban and rural communities can increase communication of urban and rural elements,reach complementation of urban and rural communities in function,and promote rapid change of economic development.Urbanization is an immense social system engineering,so we must take new strategies aiming at improving people＇s livelihood,guided by scientific outlook on development,and propelled by reform and innovation,innovate regional coordination,protect farmers＇ interests,reform financial and taxation system and social security system,and promote the changes from production-oriented to consumption-oriented economy.
