摘要
“零增长”措施是实现我国近海渔业资源实现可持续发展的第一步，但它离可持续发展的要求还相距较远。实现“零增长”和资源的持续利用的建议与措施，主要有从根本上改变人们对渔业资源的传统观念；严格控制捕捞强度，并逐步减少近海作业船只；继续做好伏季休渔工作；采取经济手段管理渔业资源；逐步建立渔业资源有偿使用的制度，实现渔业资源的资产化管理；要依靠科学技术的不断进步，研究和开发可持续性的渔具渔法；积极开展渔业资源管理的基础性研究。
In this paper,it is pointed out that the sustainable utilization of fishery resources represents a major direction in the world fishery development.In China, the basic marine fishery resources are on the lower level than the world average level and have been damaged seriously. The measurement of ‘Zero Increasing Rate’is the first step to realize the sustainable development of fishery resources in China coastal waters. Even so, there still exists a long distance to meet the requirement of the real sustainable development. Also,some suggestions are put forward, including the tradational opinions about fishery resources, strictly limiting fishing efforts, reducing the number of fishing vessels, carrying out the close time during summer, managing fishery resources with economic methods,gradually building the ‘paid’ system for fishery resources using so to realize the capitalized management, studying and developing gears and methods for sustainable fishing, and making basic study on management of fishery resources.
