摘要
新公共服务是基于对新公共管理的反思、批判而提出的理论主张,它重申了行政责任的公共利益指向和公民指向,承认责任的复杂性,其责任观建立在民主治理框架的基础上。但民主责任观有其固有的局限性,必须通过政府与社会之间关系的变革,在构建新型社会治理模式的基础上,建立政府与公民之间的直接的责任机制,才能更好地实现政府责任。
The new public service theory is based on the pondering and criticizing of the new public management.It reaffirms the public interest orientation and the civil orientation of administration responsibility and admits that the complexity of the responsibility and the view of responsibility are established on the base of democratic administration framework.The paper maintains that Democracy is an important way to achieve government responsibility,however,the responsibility paradox can not really be solved under the democratic administration framework.Only by the innovation of the relations between government and society and on the base of the construction of new social governance pattern can government responsibility be realized better.
