摘要
简要介绍了香港医院管理局成立的社会背景、组建过程、主要成就和当前存在的问题，这些经验对内地正在进行的医疗体制改革很有参考意义。文章结合内地情况提出了几点启示：１ ．行业统管优越性明显可鉴，对实行资源调控、区域规划、连贯性医疗制度非常有利；２ ．行业统管要从实际出发，灵活地处理困难问题；３ ．管理体制内容和方法因地制宜，不能照搬照套；４ ．实事求是，因势利导，正确处理效率与效果的关系，强调效果第一；５ ．重大决策出台慎重、谨慎。
The paper gives a brief introduction to the social background and formation process of the establishment of Hong Kong Hospital Administration Bureau, the major achievements the Bureau has attained and the problems it is currently confronted with. It is argued that the Bureau’s experience can be used for reference in reforming the medical system in the interior areas of China. The paper also makes a number of observations in line with the conditions in the interior areas. 1. The obvious superiority of centralized control of respective trades is very advantageous to the realization of resources regulation and control, regional planning and a consistent medical system. 2. The centralized control of various trades must proceed from actual conditions and problems should be dealt with flexibly. 3. The content and methods of the management system must be suited to local conditions rather than taken indiscriminately from others. 4. The relation between efficiency and outcome must be handled in a realistic manner, with greater emphasis put on the latter. 5. Prudence shown in making important policy decisions can minimize mistakes.
