摘要
在实际黑启动模式的决策中,需要对电网可能存在的各种启动模式进行全方位分析和比较。文章提出了广义模式评估的概念,对各模式的黑启动边界条件、技术问题和整改措施进行分析,并综合比较了其成本及可靠性,从时间性、结构性、经济性和可靠性四个方面提取广义黑启动模式评估的指标,最终结合实例用层次化数据包络分析(DEA/AHP)方法对黑启动模式进行评估,为黑启动预案制订中的模式选择提供了理论依据和决策支持。
To decide the best black-start mode for real power system,it is necessary that all the possible black-start modes be analyzed and compared synthetically.In this paper,the concept and algorithm of generalized assessment for black-start mode are proposed.This method analyzed the boundary conditions,technical problems and adjusted measure of each black-start mode,compared the cost and reliability,drew indexes of generalized assessment for black-start modes from aspects of timeliness,structure,economical efficiency and reliability.Afterwards,an assessment using DEA/AHP method for the possible black-start modes is given.This method could provide theory basis and decision support to dispatchers while choosing black-start mode.
