摘要
三峡工程是长江综合防洪体系的骨干工程,其对长江中下游防洪具有十分重要的作用。2010年汛期,长江流域干流和多数支流发生较大洪水,通过科学调度三峡工程,及时拦洪,适时泄洪,有效削峰错峰,避免了上游洪峰与中下游洪水叠加给沿岸人民安全造成的威胁,三峡工程的防洪效益得到了充分发挥。通过回顾规划确定的三峡工程防洪作用,简要介绍了2010年长江洪水特性,结合2010年三峡工程实际调度运行,分析了三峡工程的防洪调度方式及效果,探讨了与水库调度相关的几个问题,并对今后的工作提出了建议。
The Three Gorges Project is the backbone project of the comprehensive flood control system of the Yangtze River and it plays an very important role for middle and lower reaches.In the flood period of 2010,in the Yangtze River mainstream and tributaries there is a greater majority of the flood,the Three Gorges Project by scientific control,timely control flood,timely discharge,effectively clipping the peak shifting to avoid the upstream and downstream flood peak along the overlay to the threat of security of the people Three Gorges Project＇s flood control benefits into full play.By reviewing the planning to determine the flood control role of the Three Gorges Project,a brief description of the characteristics of the 2010 Yangtze River flood,the Three Gorges Project in 2010 with the actual scheduling operation,analysis of the Three Gorges project for flood control and effect,discussed several issues related to reservoir regulation,and make recommendations for future work.
