摘要
在农村公共服务体系中,基础设施属于基本公共服务范畴,现阶段我国农村基础设施建设情况难以满足农村生产生活要求,成为当前我国构建和谐社会和建设新农村的障碍。本文系统分析新中国成立以来农村基础设施供给制度的演进过程和路径依赖,提出今后农村基础设施供给将呈现出"强制性变迁"主导下的阶梯性制度变迁路径。
In the rural public service system,Infrastructure can be subsumed in the category of basic public services.Currently our rural infrastructure cannot meet the requirements of rural production and living,and has become the obstacle to the endeavor to build a harmonious society and new countryside.This paper analyzes the rural infrastructure evolution process and path dependence and proposes that in the future the rural infrastructure supply institutional change will be characterized mainly by ＂compulsory institutional change＂ and to a certain degree by the stepwise institutional change.
