摘要
全民医保制度的实施给建立合理稳定筹资机制提出了新挑战。当前筹资工作面临诸多新特点,应从落实各方责任、规范缴费、加大对弱者补贴、用家庭联动和缴费年限累计进行激励、稳定财政投入、提升筹资能力和工作问责制度等方面建立合理稳定筹资机制。
The implementation of universal medical insurance system presented new challenges for the establishment of the reasonable and stable fund-raising mechanism.The current fund-raising work faces many new features,we should establish the reasonable and stable fund-raising mechanism by the implementation of the responsibilities of each party,standard contribution,increasing subsidies for the weak,impelling with the total family interaction and contribution years,stabilizing financial investment,promoting fund-raising capacity and the work accountability system,etc.
