摘要
甘南生态环境问题不仅关系到藏族众生产发展,社会进步问题,而且直接关系到黄河中下游广大地区的生态安全和社会经济的可持续发展。甘南黄河重要水源补给区实行牧民定居,即可以避免人为破坏生态环境,又有利于依法保护自然区的生态环境。论述了牧民定居的重要性、前瞻性、必要性、选择性,并提出了建设对策。
Gannan ecological environment is not only related to the production of the Tibetan people＇s development,social progress,but also directly related to the majority of the middle and lower regions of the Yellow River important ecological security and economic and social sustainable development.Herdsman settlement in this area can not only avoid artificial destroy ecological environment,but also protect ecological environment of natural region according to law.This article discussed the importance,prospective,necessity,selectivity of herdsmen settlement,and proposed countermeasures.
