尽快形成我国创新型科技人才优先发展的战略布局 被引量:39

Speed up Efforts to Form a Strategic Layout that Gives Priority to the Development of Innovative Science & Technology Talents

摘要 本文从界定创新型科技人才的内涵与特征出发,根据数据的可获性和可比性,尝试从创新投入、创新产出、创新效率三个维度构建一套科技人才创新力评价指标体系(包括3个一级指标、5个二级指标和20个三级指标),并对我国31个省(市、自治区)科技人才创新力进行了系统的比较研究,深入分析了我国科技人才创新力低下的具体表现及其主要原因,提出了如何尽快形成我国创新型科技人才优先发展的战略布局的若干政策建议。 Starting from giving the definitions of innovative science & technology talents, this paper proposes to construct an innovation capability evaluation index system of science and technology talents. This index system is based on three dimensions ( inno- vation investment, innovation output and innovation efficiency) and composed of 3 first- level indexes, 5 second -level in- dexes and 20 third - level indexes. Based on the system, the paper makes a comparative study on the innovation capability of science & technology talents in China' s 31 provinces (autonomous regions and municipalities) ,and finds out that the inno vation capability of science and technology talents in China is not high. In addition, this paper further analyzes the reasons behind it and puts forward several policy suggestions on speeding up efforts to form a strategic layout that gives priority to the development of innovative science &technology Talents.
