摘要
认为我国煤炭工业发展循环经济存在煤炭粗放式开采和利用、循环不经济、企业税负较重、发展循环经济的资金不足、发展循环经济的政策缺位等问题。提出解决这些问题的对策:设计科学的促进煤炭工业发展循环经济的政策体系,综合运用煤炭产业政策、财税政策、金融政策等。
At present,the circular economy of China＇s coal industry achieved remarkable results,but there are many problems： extensive coal mining and utilization,recycling not be uneconomical,corporate tax burden heavier,lack of funds of the circular economy development,the policies absence of the circular economy development.To solve these problems,need to design the scientific policy system to promote the circular economy development of coal industry,comprehensively use the coal industry policy,fiscal policy,financial policy,so the circular economy of coal industry can be on the path of sustainable development and low carbon development path.
