摘要
城中村改造主要面临三个难点:一是改造资金的筹集与改造主体的选择;二是存量土地如何盘活;三是如何排解城中村改造的阻力。破解上述难点,应从以下三方面着手:公开公平选择合作开发者,确保资金安全;做好存量土地的盘活工作,调整好土地使用功能;加大前期宣传,调查村民意愿,合理制定拆迁补偿方案和标准。
To renovate the urban village is confronted with three major difficulties. One is funds channel and subject choice. The second is how to reuse the potential land resource. Third is how to resolve the resistance from renovation of the urban village. This article proposes three aspects to deal with these difficulties. Firstly, select the co - developers openly and fairly, and ensure that funds are safe. Secondly, do well in the job of reusing the potential land resource and adjust the functions of land. Thirdly, strengthen prophase' s propaganda, investigate public opinion and work out reasonable compensation scheme and standards.
