摘要
[目的]了解济南市县级疾病预防控制（疾控）机构传染病防治能力现状,为进一步加强全市传染病防治体系建设提供依据。[方法]从人力资源、检验能力、防控体系及效果等方面对济南市2007年所辖10个县级疾控机构进行调查。[结果]调查的10个县级疾病预防控制中心中,3个人员数量达到编制标准;有大专以上学历的占63.13%,有副高级以上职称者占12.41%;细菌检测检验指标、病毒检测指标平均能完成率分别为76.54%、34.62%,微生物检测24项设备平均拥有9.7项;2006~2007年,传染病平均报告率为99.88%,平均及时报告率为99.76%,网络直报平均审核及时率为99.88%;2006~2007年乙肝疫苗、卡介苗、脊灰疫苗、百白破混合制剂、麻疹疫苗的基础免疫报告接种率分别为99.66%、99.53%,99.98%、99.97%,98.75%、99.02%,99.09%、98.41%,98.63%、98.27%。[结论]针对当前工作现状,建议从改善人员结构、加大实验室投入、提高网络报告质量和加强免疫预防工作等方面,提高传染病防治能力。
[Objective]To understand current status of the ability of prevention and control of infectious diseases of CDC at county-level in Ji＇nan,so as to provide basis for promoting construction of infectious disease control system.[Methods]Human resources,detection capabilities,prevention and control system construction and effect were investigated at 10 county-level CDC.[Results]Among the 10 county-level CDC,the number of disease-control personnel in three of them met the staffing standards.The disease-control personnel above college education accounted for 63.13%,with the deputy-high or senior titles accounted for 12.41%.The precentage of the indicators of bacterial detection and virus detection were 76.54% and 34.62% respectively.In 2006-2007,the average reported rate,average promptness of report cards,average promptness of card examination of infectious disease was 99.88%,99.76%,and 99.88 % respectively.The reported rates of primary immunization of HBV,BCG,OPV,DTP and MV were 99.66%,99.53%,99.98% 99.97%,and 98.75% in 2006 and 99.02%,99.09%,98.41%,98.63%,and 98.27% in 2007.[Conclusion]To enhance the ability of control and prevention of infectious diseases comprehensively,measures should be taken to improve personnel structure,increase laboratory input,improve quality of network reporting and strengthen the immunization.
