摘要
我国有68所试点高校均设置了专门的机构来开展网络教育,已基本形成办学主体多元化和办学形式多样化的格局。公共服务体系主要为网络教育学院及学习者提供公共支持服务,是高校网络教育办学及服务体系的重要组成部分。组织机构的设置及运行方式是办学者教育理念的体现,有效的组织构架是网院和公共服务体系良性发展的重要前提。目前,网院和公共服务体系在机构设置与运行方式上各具特色,从实践的视角来看,各类继续教育资源应充分整合,逐步实现归口统一管理。网院应充分利用高校的学科与资源优势,在强化办学权和教学权的同时,加强与企业合作,引进资金、技术及市场化机制。公共服务体系应依据现代企业管理的理念,明确自身的功能定位,理顺各运营方的职能分工,为学习者提供高质量的资源和服务。
Currently, online education colleges have been set up in 68 universities for the pilot modern distance education. The online education public service system, which provides public support services for online education colleges and learners, is an integral part of online education. As organizational structure and operation mode reveal educators＇ schooling concepts, effective operational structure determines the smooth running of online education colleges and the public service system. Both the colleges and the public service systems have their unique features in organization and operation. Practically speaking, various continuous education resources should be fully integrated and managed holistically. In order to provide high quality education resources and service to learners, the colleges should make the best of the academic and resource advantages of the universities they belong to, strengthen their educational edge, and cooperate more closely with enterprises to bring in funds, technology and market oriented mechanism. The public service systems should be run under modern enterprise management concept, clearly define their functions and the duties of all units involved.
