摘要
从科技角度分析了大兴安岭在生态功能区建设中存在的科技运行体系和科技支持体系不完善,科技人才短缺,科技投入严重不足等问题;从产业角度分析了生态主导型产业规模较小,产品科技含量较低,地方企业科技理念相对落后,科技管理与经营管理水平相对较低与科技创新能力较弱等问题;从生态环境角度分析了生态保护与修复过程中存在的过渡依赖政策而科技支撑薄弱问题。提出加大对大兴安岭哈尔滨科技研发中心建设的力度,加强地区创新服务平台建设,加速经济结构转型,转变经济发展方式,加强科技管理部门建设与投入,全面提升企业的科技竞争力和发展质量等相应对策。
Analyzes the problems mainly from the technological point of view,like deficient technology support,manpower shortage,Serious shortage of investment;from the industrial point of view,like small eco-oriented industrial scale and weak technological innovation capability,Local businesses concept backward,low level of management and so on;from the point of the ecological environment,like Transition dependent on policy,but scientific and technological support weakly existing in the developing of ecological function zone of Daxinganlin.And it proposes some countermeasures from the construction of the scientific and technological support platform and the restructuring and upgrading of the ecological industrial,accelerating the economic restructuring,changing in local economic growth,strengthening the construction and the inputs,enhancing the competitiveness of enterprises and the quality of development,etc.
