摘要
伴随着经济的增长,西安面临着大气污染、水资源污染、土地资源紧张、农民耕地逐年减少等一系列生态环境问题。在全国建设生态文明城市的大背景下,面对西安发展的各种环境与生态问题,分析了西安发展生态经济与绿色消费的制约因素,提出了以政策主导的循环经济模式与绿色消费模式,把西安建设成生态文明城市;强调在开始阶段,政府的引导与辅助的重要作用,通过市场模式的不断引进与完善,政府逐渐退出,完全通过市场机制建设生态文明,构造人与自然和谐可持续发展的西安。
With the development of economy, Xi＇an is faced with a series of problems like the air pollution, the water resource pollution, the lack of land resource, and the decrease of farming land every year. Under the background of building ecology civilization cities throughout the country, and according to the environ mental and ecological problems in Xi＇an, some factors that restrict the development of ecology economy and green consumption are analyzed in this paper. It is also proposed that policy -led recycling economic patterns and green consumption modes are applied so as to make Xi＇an an ecological and civilization city. Meanwhile, it is emphasized that at the beginning the guide and assistance of government are very important; then through the constant introduction and perfection of market patterns, governments can gradually withdraw from the market ; finally, market mechanism is completely applied to the construction of ecological civilization, and the formation of a Xi＇an with has a sustainable development ability and a harmonious relation between nature and human.
