立项选题准确是科研胜利之本,是科技攻关走向成功之路的首要环节;正确的科研指导思想和先进的技术路线则是确保科技攻关活动的正轨运行、高速通向主攻目标、攀登科技高峰的导向仪、控制器和指路碑。国家305 项目既遵循了适应社会需要,坚持科学性、可行性、超前性、创新性等立项选题的正确原则,又制订了立足于高起点、高质量、高效益、高效率的项目- 课题- 专题研究的指导思想和技术路线,采用了体现科研系统工程创新的“四维结构”和“四定分析”,因而屡获“总体上达到国际先进水平”
Choosing appropriate subjects of a scientific research project is the basis of success, which is also an indispensable prerequisite for making successes during tackling key problems of science and technolgoy. Correct guide thoughts and advanced technical courses, compared as compasses or machine controllers,have made it possible for tackling key problems of the projects to meeth their main targets and finally reaching the summit of science and technology. The National project 305 has strictly followed the principles of meeting the demands of society, choosing appropriate subjects of being scientific, practicable, foreseeing and creative. Its guide thoughts and technical course of " project-main subject-special subject" has also followed the principles of high-jumping-off point, high-quality,high-profits and high-effciency. The "four-dimension structure" and " the four-facor analysis", which have reflected the innovation of systemengineering of scientific research, are adopted for tackling the key problems. As a result, rich scientific research harvest of " attaining international advanced level as a whole" has been yielded.
