几种发电排污权初始分配模式的对比研究 被引量:5

Comparative Study on Several Distribution Modes of Power Generation Emission Rights

摘要 介绍了发电排污权概念和发电排污权分配原则。探讨了5种分配模式,即按平均装机容量分配模式、历史累积平均装机容量分配模式、平均发电量分配模式、基于绩效值的分配模式和集成分配模式。依据某省两电厂的实际情况对比分析了这5种分配模式的结果,结果显示采用集成分配模式既利于体现公平性,又能更好地体现效率性,有利于稳步推进我国当前逐步淘汰小火电机组的工作。 The concept and distribution rules of the power generation emission rights were presented.Five distribution modes were discussed,including the average installed capacity distribution mode,the historical cumulative average installed capacity distribution mode,the average generated energy distribution mode,the performance value based distribution mode and the integrated distribution mode.The results of these five distribution modes were comparatively analyzed according to the practical situation of two power plants in a province.The results showed that the integrated distribution mode were beneficial to reflect both the fairness and the effectiveness,which was helpful to promote the work to phase out the small thermal power units in our country.
