摘要
针对潘口水电站征地移民安置人数多、时间紧、任务重、难度大、补偿标准低、地方优惠和减免资金占移民资金比例较大等情况下,移民安置监督评估机构坚持依法依规、科学移民、勇于创新实践,提出了大量的合理化建议。目前移民安置各方配合协作机制好,资金管理严格,质量监管到位,档案建设规范,移民安置稳定,库区建设有序。简要就潘口水电站建设征地移民安置监督评估工作实践及其创新点进行回顾与总结。
Under the conditions of large number of relocates,pressed time,heavy task,big difficulty,low compensation standard,large portion of reduced tax in resettlement investment,the local governments persist in scientific resettlement by laws and regulations,dare to innovate,and put forward large amount of rationalization proposal.At present,the resettlement cooperation mechanism operates well,capital management is strict,quality controls well,archive management is standardized,resettlement is stable,the resettlement society is harmony.This paper summarizes the innovation and practice on resettlement supervision and appraisal in land requisition of Pakou hydropower station.
