摘要
我国的大中型水利水电工程移民安置实行监督评估制度,监督评估工作实行总监督评估师负责制,总监在监督评估工作中处于核心地位。结合移民监督评估工作的实践及我国大中型水利水电工程移民安置的特点,提出作为一名合格的移民监督评估总监除具备基本的素质外,还必须有较强的沟通能力、文字表达能力、解决问题和处理问题的能力、组织管理能力、协调能力。另外实事求是、公平公正、灵活务实的工作方法亦很重要。
The system of supervision and assessment for the resettlement of large and medium-sized water resources and hydropower projects,and the system of a chief monitor and appraiser taking responsibilities for the supervision and assessment are applied in China.A chief supervisor occupies a decisive position in monitoring and assessment.We put forward the basic quality,necessary capability that a qualified chief monitor and appraiser should have,including strong communication skills,writing skills,problems solving and treating skills,organization and management skills and coordination skills.Meanwhile,the working methods of seeking the truth from the facts,being fair and justice,practical and feasible are important as well.
