摘要
扶贫开发是我国政府及社会帮助贫困地区和贫困百姓开发生产、发展经济、脱贫致富的一项长期性的社会工作。水库移民后期扶持政策的实施有力促进和推动扶贫开发的进程,妥善解决水库移民生产生活困难,促进库区和移民安置区经济社会的可持续发展。以云南省泸西县水库移民后期扶持的监测评估工作为例,基于扶贫开发目标,探索完善的移民后期扶持监测评估工作机制,为监测评估工作提供理论依据与技术支持。
Poverty-relief and development is a long-term social work for the Chinese government and society which is to help the people in poverty-stricken areas develop their economy and get rid of poverty. The implementation of the support policy in the final-period of reservoir resettlement can strongly accelerate poverty-relief progress, properly overcome the production and living difficulties of the migrants as well as promote the sustainable development of the economy and society in reservoir area and resettlement area. Taking the monitoring and evaluation for the final-period support of reservoir resettlement of Luxi County, Yunnan Province and based on the aim of poverty-relief and development, this paper explores the perfect work mechanism for final-period support of reservoir resettlement and provides theoretical basis and technological support for the monitoring and evaluation work.
