摘要
基于轨道交通客流产生的机理对客流进行划分,探讨对轨道交通效益的识别,其中诱发客流带来项目的直接效益,转移客流则带来项目的间接效益。同时,借鉴欧洲研究机构的交通项目社会成本研究成果(主要包括交通事故成本、空气污染成本、气候变化成本和噪声污染成本等),对部分间接效益的计算参数进行量化,提出计算方法。希望能为今后城市轨道交通项目的经济评价提供一定的参考价值,促进城市轨道交通项目经济评价理论的不断完善。
Based on the passenger flow generating mechanism of urban rail transit,the paper divides the passenger flow into two parts and probes into the identification of rail transit economic benefits.Among the benefits involved,induced passengers create direct benefits and transfer passengers create indirect benefits.Moreover,drawing on the research reports on the transport social costs from the European research institutes and incorporating the accident costs,air pollution costs,climate change costs and noise costs,the paper conducts a quantified calculation on the part of the indirect benefits,in the hope of facilitating the perfection of the economic evaluation theory of urban rail transit projects.
