摘要
食品安全是世界性的难题,各国都有自己的制度。美国是世界上食品安全水平较高的国家之一,它在食品安全立法上体系完善,安全政策公开透明,监管严格缜密,值得我们借鉴。我国的食品安全监管体制在立法及实践方面存在配套法规体系滞后,风险监测、风险评估及预警基础薄弱,食品安全标准体系不统一、不衔接,地方经费投入明显不足,企业"第一责任人"意识不强等问题,因此我们要借鉴外国的先进经验,尤其要借鉴美国现有的食品安全法律、监管制度及做法,提高我们的食品安全监管水平。
Food safety was a tough problem all over the world and every country had its own system.America was one of the highest level of food safety country in the world and had a relatively sound legislative system about food safety.Its safety strategy was open and clear and supervision system was strict and meticulous,which was worth leavning.In terms of legislation and practice,food safety supervision system in China existed a list of problems,such as the complementary law and regulations system lagged behind,the risk monitor,assessment and the early warning foundation was weak,the food safety standard was not uniform and connected,the investment of local government was not sufficient and the sense of "the first person in charge"of enterprise was not enough.Therefore,we should learn the advanced experience of deveolped countries,especially the food safety law and supervision system of America to improve the level of food safety supervision.
