摘要
长期以来,公共政策理论与实践中潜在地存在着将公共政策简单化处理的倾向,这一做法忽视了政策系统内、外部的多样性、差异性、可变性等特点。本文试图摆脱这种传统,将复杂性思想引入转基因政策风险管理中,分析转基因政策系统的复杂性类型、根源以及中国转基因政策面临的风险。最后,引入威廉姆森的区别组合思想,提出对复杂的转基因政策风险进行区别组合管理,指出理想的转基因政策风险区别管理机制的基本构成,以期在理论上和实践上对中国转基因政策风险管理有所贡献。
For a long time, there has been a harmful hidden rule of over-simplifying policy in public policy's theory and practice, a rule that neglects the internal and external diversities, differences, and flexibility of the policy system. In order to check this tendency, this paper leads complexity theory into transgenic policy risks management. Based on the complexity theory, the complexity types and their origins, and the risks of Chinese transgenic policy system are analyzed. According to Williamson's discrimi- nating alignment theory, this paper argues that discriminating alignment management (DAM) is an effective instrument for managing the complex transgenic policy system. Finally, this paper clarifies the ideal DAM mechanism of the Chinese transgenic policy risks to contribute to the Chinese transgenic policy risks management in theory and practice.
