摘要
阐述了皖江示范区国家战略实施的重要基础——皖江区域科技创新能力建设,探讨皖江示范区国家战略指明了区域科技创新能力建设的方向:一是区域科技创新与皖江示范区国家战略的密切联系与同质性特征;二是皖江示范区国家战略指向对区域科技创新方向提出了导向性要求。剖析了皖江示范区国家战略与区域科技创新内涵的相互作用和深刻影响:一是皖江示范区国家战略总体性、内涵包容性对区域科技创新的影响;二是皖江示范区国家战略主导性特质对区域科技创新的深刻影响;三是科技创新的本质属性使其成为皖江示范区国家战略最重要的内涵特质。探讨了皖江区域发展增长极作用的根本保障——皖江示范区国家战略与区域科技创新关系和谐统一:一是皖江示范区国家战略与区域科技创新的密切联系和辩证统一;二是皖江经济带增长极作用在和谐统一中得到根本保障。
The important foundation for implementing the Wanjiang Demonstration Zone National Strategy,namely,regional scientific and technological innovation ability construction of the Wanjiang Region,was described.The Wanjiang Demonstration Zone National Strategy was discussed,and the ways to construct regional scientific and technological innovation ability were pointed out.First,regional scientific and technological innovation is closely related to the Wanjiang Demonstration Zone National Strategy,and they had homogeneity.Second,the Wanjiang Demonstration Zone National Strategy points out direction of the regional scientific and technological innovation.Interaction and profound impact between the Wanjiang Demonstration Zone National Strategy and content of the regional scientific and technological innovation were analyzed.First,general nature and inclusive content of the Wanjiang Demonstration Zone National Strategy has impact on the regional scientific and technological innovation.Second,dominance of the Wanjiang Demonstration Zone National Strategy has profound impact on the regional scientific and technological innovation.Third,the essential attribute of scientific and technological innovation makes itself become the most important content of the Wanjiang Demonstration Zone National Strategy.Basic guarantee for growth pole of Wanjiang regional development,namely,harmony and unity between the Wanjiang Demonstration Zone National Strategy and the regional scientific and technological innovation,was discussed.First,the Wanjiang Demonstration Zone National Strategy has close relationship and dialectical unity with the regional scientific and technological innovation.Second,growth pole role of the Wanjiang economic zone is guaranteed in a harmonious unity.
