摘要
本文以案例分析的方式剖析了居委会运作的两种方式:行政式与协商合作制。行政式是目前居委会运作的主导方式,而居委会运作的协商合作制指的是在社区内不同主体之间的合作已经初步制度化,而居委会则是这一机制的中枢组织。但是合作的各方掌握了不对等的资源,处于不对等的话语权和影响力。严格来说,此种合作机制处于初级发展阶段。这就意味着居委会及其他非政府组织仅是协商合作制的补充性的、辅助性的力量,而不是独立自主的合作治理的主体。随着社会发展的需要及政治体制改革的推进,居委会组织运作的行政管理方式将逐渐淡化,相对应的是,以居委会为中心的社区多行为主体间的协商合作制将得到长足的发展。
The thesis expounds and analyzes two ways of operation：administration-style and consultative cooperative mechanism via case study method,and concludes that the administration-style is the dominant style of the present community governance.The consultative cooperative mechan ism of the Organization of Residents＇Committee refers to the fact that the type of cooperation has been in the early stage of institutionalization,and the Organization of Residents＇Committee lies in the central position of the mechanism.However,during the process of cooperation,the parties have unequal resources,unequal in power and influence of words,and strictly speaking,such a cooperation mechanism just lies in the early stage of development.This means that the Organization of Residents＇Committee and other civil organizations are only complementary and auxiliary forces,rather than the independent parties in the consultative cooperative mechanism.With the development of society and the implementation of the political reform,the administrative-style of the Organization of Residents＇Committee will gradually fade;and correspondingly,community development in the foreseeable future should be the community governance in favor of consultative cooperative mechanism.
