正式组织的非正式实践: 基于上海R社区的应急处置经验 被引量:7

Informal Practice in Formal Organizations: Based on the Emergency Response of R Community in Shanghai

摘要 科层应急管理与非正式规则一直饱受质疑.科层体系下,基层社区非正式实践对应急质量存在重要的影响.通过对非正式实践的理论建构,厘清了其理论渊源、具体类型与作用边界.从非正式关系、奉献精神、非结构化方法三个方面对R社区的应急处置实践进行了案例研究,证实了Helmke和Levitsky提出的理论框架.研究发现,非正式实践既有促进公共政策调适、提升组织沟通与激励等方面的建构意义,也受到来自社区工作者成熟度的严重挑战.应将非正式实践纳入主流制度分析的框架中,通过正式组织的能力建设和资源下沉,提高非正式实践的正强化,以适应基层社区高效应急管理的需要. Bureaucracy emergency management system and informal rules have been questioned in academia.The impact of informal practice activities of community workers on emergency response under a hierarchical systemwas examined in this paper.Through theoretical analysis,theoretical origin,practical effect and function boundary of informal practice were clarified.A case study of R community’s emergency response practices was conducted from three aspects:informal relationship,dedication,and unstructured methods,which confirmed the theoretical framework proposed by Helmke and Levitsky.It was found that informal practice not only promoted the adjustment of public policy,but also improved the ability of communication and motivation of the formal organization.It was also seriously challenged by the maturity of community workers.Informal practice activities should be incorporated into the framework of mainstream institutional analysis.The emergency response capacity of grass-roots communities should be improved through capacity building and resource sinking from formal organizations.
