摘要
本文简要分析了我国水资源分布与利用的状况，并着重分析了降水利用、节水、矿山排水利用、咸水利用以及污水回用对我国北方缺水地区的意义。最后重点讨论了我国北方地表水与地下水联合运用的几种方式，提出人工回灌、优化调控；系统规划、联合运用；井渠结合。
The current situation of water resource distribution and water utilization are analyzed in this paper. The focus is on the significance of utilization of rain fall, mine discharge, salt water, saving on water and waste water reuse in water-short areas in Northern China. The discussions are mainly on some ways of joint use of surface water and underground water. Three models of utilization of water resources are put forward, i.e. artificial recycle and optimized adjustment and control, systematized planning and joint utilization, combining wells and channels and reasonably developing and making full use of water resources.
