摘要
建设资源节约型、环境友好型社会是全面建设小康社会的必然选择和我国国情的必然要求。而实施资源立国战略正是建设两型社会的基本途径。实施资源立国战略,要正确把握三个重大战略问题。即:合理需求、保障发展、节约资源消耗总量;优化经济发展的内外结构和资源的内外配置;优化经济发展的产业结构和资源的产业配置。为此,要加强自然资源统一管理,转变管理方式和管理理念;完善资源保护、节约立法;加强宏观调控职能;研究建立保障科学发展、保护节约资源的评价指标体系和评价方法;加强规划管理,建立绿色GDP国民经济核算体系;实施全球资源战略;建立资源保护和节约的经济和社会机制。
The author points out that the implementing the strategy of building our country through reasonable utilization of resources is the basic way for building a conservation-minded and environment-friendly society.Therefore,it focuses on three issues:reasonable demand,ensuring development,and saving resources consumption;optimizing the economic development of the internal and external structures and allocation of resources both inside and outside;optimizing industrial structure of economic development and the industrial allocation of resources.Then the paper goes on to discuss some specif ic methods required for these issues,these are:strengthening the unif ied management of natural resources,and changing the method and concept of management;improving resource conservation legislation;strengthening planning management,and establishing 'Green GDP' national economic accounting system;implementing the global resource strategy;establishing economic and social mechanisms of resources conservation.
