摘要
"资源立国"是指资源是一个国家和民族生存和发展的物质基础,国之安危兴衰、民之强弱贫富皆立于其上。"资源立国"战略由三个战略层次、三个核心战略、八个主要战略方向组成。实施"资源立国"国家战略的必要性和必然性,取决于:自然资源在我国经济社会发展中的地位和作用,我国的基本国情,当今的世情。据此,文章提出了实施资源立国战略重大战略举措的九项建议。
Building the country based on resources means resources are not only material base for a state and national survival and development,but the base for safety and danger,rise and fall of the country,as well as people's strength and wealth.The paper points out that the necessity and inevitability of implementation of this strategy depends on:the position and role of natural resources playing in economic and social development in China;China's basic national conditions;as well today's world situation.On this account,the paper offers some suggestions on the measures for implementing the strategy.
