摘要
地下空间是城市空间的重要组成部分。近年来在国家"平战结合"方针的指导下,人防工程与城市地下空间开发相结合受到越来越多的关注。本文结合丽水市的地下空间开发利用研究,对丽水市城市特点和地下空间利用现状进行了分析,并对地下空间资源进行了评估,对地下空间需求进行了预测,确定了发展目标和策略,制定了相应的总体布局和人防建设体系,提出了近中期建设规划和相应的政策措施。可以供国内其它城市编制地下空间规划时参考。
Underground space is an important part of city space.In recent years,under the guidance of our national policy ＂Integrating peacetime needs with wartime needs＂,more and more attentions are paid on the combination of civil air defense engineering and underground space development.This paper focuses on the underground space development of Lishui city.The feature of Lishui city and its current situation of underground space development are analyzed,and the resources of underground space are assessed,then the demand of underground space is forecasted.The development goals and strategies of underground space development are studied.The overall layout of underground space development and civil air defense construction system are formulated.Recent-term and Medium-term building plan and some policies and regulations are proposed.All of these can be referred by others cities when their underground space development is planned.
