摘要
警务社会化是警察机关进行专业化警务活动的同时,动员社会组织和公众共同参与预防和打击违法犯罪行为、维护社会治安秩序的过程。它体现了参与主体的多元性特征,是世界警务改革的历史趋势和必然选择。公共物品属性为警务社会化提供了制度分析的框架。警务社会化是公共安全产品生产和供给的有效的制度安排。
Policing socialization is that police organs mobilize community organizations and the public participate in preventing and combating criminal activities, and maintain social order when police organs conduct specialized policing activities. It reflects the diverse features of subject of participation. It is the historical trend and inevitable choice of the world＇s policing reform. The attribute of public goods provides the institutional analysis framework for policing socialization. Policing socialization is the effective institutional arrangement of the production and supply of public security goods.
