食盐专营及盐业管理模式比较研究 被引量:12

摘要 对我国食盐专营管理的畸形状态进行了分析,重点探讨中国盐业总公司在我国盐业管理中的多重角色和地位,研究我国现行食盐专营的基本特征和盐业管理的运行机制,指出行政垄断是我国食盐专营的本质特征,政企不分是盐业管理运行的实际状态。在此基础上,对典型的美国寡头垄断模式和日本的行政垄断体制进行探析,比较我国食盐专营与盐业体制与美、日盐业管理模式之异同,认为不管是美国还是日本的盐业管理模式,都是通过市场有序竞争、政府职能管理到位不缺位,在法律法规框架下,盐业公司依据市场的需求进行生产、销售和服务;我国食盐专营必须摒弃目前的行政垄断并且中国盐业公司双重垄断的计划体制。 The abnormal state of China's edible salt monopoly was analyzed in this paper, focusing on the multiple roles and status of China National Salt Industry Corporation in the management system of China's Salt industry. The basic characteristics and the operating mechanism of China's present salt industry were researched and we proposed that administrative monopoly was the essential characteristics of China's salt monopoly and enterprise management combining with government administration was the actual status of salt management operation. Then, the typical model of salt oligopoly of the U. S. and administrative monopoly in Japan was studied; and the similarities and differences salt of the management system among China, the U. S. and Japan were compared. We concluded that both the U. S. model and Japanese model were operated through market competition, abiding by the framework of laws and regulations; and the salt corporation carried out production, sales and services under government's effective regulation. Therefore, in order to achieve sustainable development of the salt industry, China's edible salt monopoly should abandon the present administrative monopoly and abolish the planning system controlled by the double-monopoly of China National Salt Industry Corporation.
