摘要
介绍了湖南省政策性森林保险试点的做法与成效,对存在的问题进行了的深入思考,并提出了完善建议。湖南省委、省政府认识到位、领导落实,建立多部门联动制度,出台多个规范性文件,明确具体政策,循规推进试点。2008年启动试点以来,全省完成林改任务的16个试点县,完成投保森林面积259万hm2,参保农户100.5万户,灾害理赔面积6000hm2,覆盖了全省因灾损毁总面积的48%。政策性森林保险制度的实施,优化了林业发展环境,巩固了林改成果。建议商品林的保费补贴应从30%提高到50%,投保人负担保费不超过10%。
The paper gives the experience and effectiveness of the forest insurance policy pilot in Hunan Province,on the deep thinking its problems,and put forward a sound proposal.Hunan provincial government that understanding,leading the implementation,the establishment of multi-sectoral linkage system,the introduction of a number of regulatory documents,clear and specific policies to promote compliance pilot.Since the pilot started in 2008,the province has done the 16 pilot counties to complete an area of 2.59million hectares of forest cover,the insured farmers 1.005million,million hectares of 6 disasters claim area,covering 58% of the total province damage area.Forest policy Insurance system optimize the environment for forestry development,consolidating the results of forest tenure reform.Proposed premium subsidy from the forest products 30% to 50%,the insured pay part of not more than 10%.
