摘要
西方政府规制理论自20世纪70年代诞生以来,先后经历了公共利益理论、规制俘虏理论、规制经济理论、放松规制理论、激励规制理论五个阶段。文章在介绍理论界对政府规制定义及分类的探讨之后,依次评述了不同阶段的规制理论,并抽象出理论的演进规律,以期对规制理论的发展脉络和前景有一个清晰的认识;最后针对当前世界性金融危机,借鉴日、韩政府最新规制改革方案,初步提出适合我国政府的规制改革思路建议。
Western government regulation theory begins in 1970s,has experience five stages,which are the public interest theory of regulation,the capture theory of regulation,the economic theory of regulation,the theory of deregulation,the Incentive theory of regulation.After introducing the scholar＇s discussion about definition and classification of the government regulation theory,the article comments on the five stages in proper order,and abstract the law of the theory＇s evolution,expecting have a clear understanding of the theory＇s evolution and prospect.Finally,againsting the current global financial crisis,referring to Japan＇s and South Korea＇s latest regulatory reform program,the article try to make recommendations that suit for China＇s regulatory reform.
