摘要
从放松规制以来,引入竞争带来了较好的效果、政府规制政策的局限性、规制政策的动态性和政府的财务约束四方面入手,阐述了在公用事业中引入竞争的必要性,并在此基础上,提出了建立基于规制的公用事业竞争政策的建议,最后探讨了对经营公用事业的竞争性企业的优惠措施,以保证市场资本在进入公用事业领域后,能在追求利润的同时考虑社会福利的问题。
Starting with the following four aspects： better results brought by competition since deregulation, the limitations of government regulation policies, the dynamic state of regulation policies and government financial constraints, this paper describes the need for the introduction of competition in public utilities. Then, on this basis, this paper proposes the competition policy based on the regulation of public utilities, and finally discusses preferential measures enjoyed by enterprises which operate public utilities, so that the market capital can consider the welfare of the society in the pursuit of profit after the access of the public utilities.
