摘要
科学技术作为第一生产力,是当代经济发展的决定因素。西安科技资源丰富,拥有众多的科研院所与大专院校,科技人才集聚,科教综合实力居全国前列。2009年6月国务院发布实施的《关中-天水经济区发展规划》中提出,要统筹各类科技资源、把西安建成国家级统筹科技资源改革示范基地,这既为西安科技产业的发展提供了难得机遇,也带来了严峻挑战。如何突破现有条件的制约,构建多元化的融资渠道,解决科技企业尤其是中小型科技企业的融资困境是亟待解决的突出问题。其中,通过设立专门为科技企业服务的科技银行,以企业融资需求为中心,提供股权与债权相结合的多种融资服务不失为一种现实选择。
As the primary productive forces,science and technology are the determinants of modern economic development. Xi＇an is rich with resources of science and technology and tops in China for its numerous research institutes and universities,scientific and technological personnel.In the Guanzhong-Tianshui Economic Zone Development Planning released by the State Council in June 2009,Xi＇an will be built into a national-level pilot base for science and technology development,an opportunity as well as a challenge. It is suggested in this paper to establish technology bank to provide equity and liability financing service for science and technology enterprises,especially small and medium sized technology enterprises.
