摘要
以成渝两地统筹城乡教育改革综合试验区的367所城乡中小学校为研究对象,对城乡学校体育的教育权利、教育机会、教育资源、教育过程与教育结果等失衡现象进行深入剖析,结果表明,城乡社会经济差异、城乡二元结构、教育经费投入悬殊、学校体育地位及学校体育资源配置落差等是城乡学校体育发展不平衡的主要原因。并提出坚持落实以人为本的城乡学校体育发展理念、构建良性互动的城乡学校体育发展结构体系、建立科学合理的城乡学校体育均衡发展体制和铸造三位一体的城乡学校体育均衡化保障体系。
This paper takes as the research subject 367 rural and urban schools in Chengdu and Chongqing coordinated rural and urban education reform trial places. The imbalanced educational rights, opportunities, resources, processes and results in rural and urban school sports are analyzed. Research findings indicate: the major reasons for the uneven development of rural and urban school sports are socioeconomic gap between the city and the countryside, the rural and urban dual structure, and gap between the educational financial input, the gap in school sports position and school sports resource distribution. It is proposed to carry through the people - based rural and urban school sports development philosophy, construct a positive and dynamic structural system for rural and urban school sports and create a trinity guarantee system for the even development of rural and urban school sports.
