摘要
基于科技创新的能源结构优化和经济增长方式转变是人类经济社会可持续发展的必经路径。以第一次石油危机为契机,日本在能源环保领域优先选定具有基础性、战略性、前瞻性和可行性的重点技术项目,并对其制定"创新发展路线图",以期突破"能源环境双约束"的困局。日本的科技创新对其能源结构转型、能源利用率提升和环境污染治理等方面业已产生传导效应。
Optimization for energy structure and transformation of the ways to achieve economic growth based on science and technology innovation, is the essential way of social and economic sustainable development. Taked the first oil crisis as an opportunity, Japan chose some key technical programs of major strategic in energy and environment protection field, and made a route map of innovation and development to break through the constraints of energy and environment. In fact, the technological innovation of energy in Japan has produced effects on pollution control, energy efficiency and structural transformation of energy.
