摘要
科技资源配置效率和R&D有效性是科技管理部门在制定鼓励区域科技创新政策时必须考虑的因素。利用DEA方法对连云港科技资源配置效率和14个主要工业行业的R&D效率进行评价。研究结果表明,连云港市科技资源配置整体有效,但样本行业R&D效率表现稍差,且存在差异较大的特征。
The efficiency of S&T resource allocation and R&D are important factors which should be taken into account when the scientific administrative departments setting policies to encourage regional scientific and technological innovation. This paper has evaluated the efficiency of technical resource allocation and R&D from 14industral fields in Lianyungang, using DEA method.The results showed that the overall efficiency of resource allocation in Lianyungang is effective,but the efficiency of R&D from the industrial samples is lower and difference from each other.
